Basically it was an offshoot of the popular 2,000 hp, 16-cylinder GP38 but equipped with 12-cylinder engine and a turbocharger.

Rebuilt Electro-Motive GP39E, GP39M, GP39V Diesels 2750, GP30u, Class GP-39E, was built in April 1963, #28268, FN 7650-8, as Great Northern 3007, Class GP-30. It became BN 2207, Class GP-30, in 1970 and rebuilt by Electro-Motive as 2750, Class GP-39E, on March 31, 1989.
