IIRC you get 4 levels of upgrades: - 8 Repair: +2 DEX - 11 Repair: +2 Defense - 14 Repair: Regenerate 1 VP every 6 seconds - 17 Repair: Regenerate 1 VP every 3 seconds, +2 DEX Not sure if the regen stacks (i.e. regen 3 VP every 6 seconds), and I don't know how the prompts work, or if you can simply talk to HK as soon as you achieve the prerequisite Repair threshhold.

However, since you really only need HK-47 to be awesome at the HK Factory, you could theoretically do just that - dump all feats in Precise Shot, use the Droid Warfare Upgrade to master Rifles, and finally equip the Droid Assassin Rifle to master Sniper Shot. Upgrade the Rifle with a Pinpoint Scope Mk.

With an INT of 8, the minimum ranks you'll need to take at level-ups 5, but you have to wait to pick up HK-47 until after you meet the final boss face to face for the first time. If you pick him up before, you'll need 12 ranks from level-ups, and you'll have to fully repair him before that same face-to-face meeting.
