The ECV was also built using the M1097A2 Heavy HMMWV chassis but with additional improvements to further increase mobility and performance over the earlier HMMWV's. The most substantial improvements were uprated brakes, new cooling, exhaust and steering systems and a more powerful turbo-diesel engine.

The basic M1114 vehicle is produced by AM General and has been up-armored by O'Gara-Hess and Eisenhardt in Fairfield, Ohio. As with the M998A2 and M1113 High Mobility Multi-Purpose Wheeled Vehicles (HMMWVs), the armor has been upgraded to withstand 7.62-mm armor-piercing (AP) rounds, 12-lb anti-tank mines and 155-mm artillery airbursts.
