Under local law, if a residential building meets any of the following criteria the property owner must apply for and receive a Certification of No Harassment (CONH) before applying to the Department of Buildings (DOB) for a permit to change the use or occupancy of a building or to demolish a building or any part thereof.
You can complete this form online at www.nyc.gov/hpd, but the property owner and managing agent must sign and date the form appropriately and submit a signed copy to HPD. The Dismissal Request Program provides owners and managing agents with an opportunity to have their property inspected for the purpose of having corrected violations dismissed and no longer listed as open violations in the Department of Housing Preservation and Development’s (“HPD”) records.
