Vlan is layer 2, HSRP is layer 3! The vlan information is put on the interface configuration as "switchport access vlan x" on a switch or as "encapsulation dot1Q X" on a router. HSRP will work only in this defined vlan on this interface.

For HSRP to work, Participating Interfaces should be in same network, bcz HSRP is doing Routing redundancy for a subnet through Virtual MAC and Virtual IP assigned to active Router. Think if fa0/1.1 is down , then your VLAN 1 network can't be routed to other VLANs as there is no gateway IP and f0/1.2 or f0/1.3 or f0/1.4 will not receive those …

If both devices are "HSRP active" for a vlan or the traffic of PCs have to pass for a Blocled port, then, the STP is the issue and you must elect another election of Port Roles to avoid the block of HSRP packets or traffic of PCs.

So all hosts that belong to vlan 10 has a default gateway of 192.168.1.254 and all hosts that belong to vlan 20 has 192.168.2.254. It seems to be working because when i ping from say PC0 to PC3 and check on the simulation mode, i can see the HSRP virtual mac address.
