IIRC, they're some kind of cipher Engineers use to communicate/catalogue things. The circle: It's an imitation of the Superintendent's avatar (the little face-thing).

But who were these Forerunner; these Truth-Givers? What are the details of their relationship to the Covenant; what are they to Humanity?
