I just completed the Battle for Whiterun quest for the Imperials. According to the wiki, if you beat the quest and stop the Stormcloaks, Heimskr should be jailed, however there's a bug that causes him to sometimes not be jailed. So I saved Whiterun from the rebels but this wanker is still there shouting about how he wants Talos' babies and s***.

It's very unfortunate for Heimskr that Farengar sells the Fury spell tome. Hide in the corner near the steps to Dragonsreach, go into sneak mode to make sure you're hidden, hit him with Fury and let the good citizens of Whiterun take out the trash. Taking all of his clothes and dumping his body in the Dragonsreach moat is optional.

I was supposed to rescue Heimskr from the camp, he isn't there, then it tells me to talk to him somewhere by a giant camp, and he also isn't there. On the quest pointer, it says to go inside Whitehold to talk to him, and when I'm inside Whitehold it says to go inside.
