Ja hoor is used as a double confirmation. Horen (verb) is to hear in English. So "ja hoor" is translated means as much as "yes I hear you". But saying "ja ik hoor je" has more emphasis on hearing instead of "ja hoor" which has more emphasis on yes, confirmed. Hopes this makes sense. Because literal translation looses essence of the words.
