2023年1月25日 · This makes me think Riot made some consideration for it being flexed as a slot damage item for AP bruisers and tanks. There's also the issue of Horizon Focus having a significantly more forgiving build path. The biggest problem though is Horizon Focus is wildly inconsistent with how it procs. Initially, traps didn't proc it despite slowing.

The cutoff is actually misleading in my opinion as horizon will marginally overtake Shadow (10) but BARELY, the two are very competitive for reasonable MR values. And if you factor in doing damage without proccing horizon passive and damage from shadow exceeding 10 pen the realistic delta in damage is likely 100-200 dmg per QE combo.
