Arbiter was a noble title only given to a Sangheili that was considered worthy of bringing justice and peace to the Covenant—some considered it a "badge of greatness". The Arbiter's authority would not be questioned by any other individual in the Covenant. Most notably, the Arbiter of the Covenant would serve as the "Will of the Hierarchs".

In the Halo universe, an Arbiter is a ceremonial, religious, and political rank bestowed upon Covenant Elites. In the 2004 video game Halo 2, the rank is given to a disgraced commander named Thel 'Vadam as a way to atone for his failures.

The Arbiter acted as a sort of field marshal, going on missions for the Prophets and during incidents such as the Taming of the Lekgolo, the Unggoy Rebellion, the Human-Covenant war, and most recently, the threat of the Heretics.

The Arbiter’s ultra-strong arm is its primary weapon, used for powerful swings during attacks. The weight imbalance gives the Arbiter a distinctive, galloping motion as it pursues prey. Beyond arm swings, Arbiters are known to charge and lunge at targets, using the momentum of their massive bodies to maximize impact.

Thel 'Vadam (formerly Thel 'Vadamee),[5] often simply referred to as the Arbiter, is the deuteragonist of both Halo 2 and Halo 3, and is a supporting character in Halo 5: Guardians. He is the most prominent Sangheili shown throughout those games.

After the events of Halo 2 the Arbiter along with other elites have formed an alliance with humanity. He is present from the first mission and accompanies the Master Chief as an non-playable character ally throughout the campaign.

The Arbiter isn’t concerned with human culture to that degree. He’s judging based on his own culture. To them, there’s a complexity of morality to the concept of ending the life of another. There have been human cultures with similar moral rules and judgements. For him, the immorality is killing without honor.
