The NY State Department of Health developed Heat Vulnerability Index (HVI) Maps to identify areas in the state where people are vulnerable to heat. Heat vulnerability is how likely a person is to be injured or harmed during periods of hot weather.

The Heat Vulnerability Index (HVI) shows neighborhoods whose residents are more at risk for dying during and immediately following extreme heat. It uses a statistical model to summarize the most important social and environmental factors that contribute to neighborhood heat risk.

Since vulnerability and adaptability to extreme heat in New York State (NYS) is a growing concern, the New York State Department of Health (NYSDOH) created the Heat Vulnerability Index (HVI) to help local and state public health officials identify and map heat-vulnerable areas and populations in NYS (excluding New York City which has its own HVI).
