Afaik it's basically whichever teams sign up and get the most wins (I'm assuming ranked or CoA will have it's own matchups) can eventually qualify for CoA, then afterwards there're more qualifiers (iirc these are the offline qualifiers), and eventually you get into CoA which is the tournament.
