The FAO Committee on Fisheries (COFI), at its twenty-third Session in 1999, considered IUU fishing to be a matter of high priority and recommended the elaboration of an International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU).

The objective of the IPOA is to prevent, deter and eliminate IUU fishing by providing all States with comprehensive, effective and transparent measures by which to act, including through appropriate regional fisheries management organizations established in accordance with international law.

2024年2月12日 · 對於IUU漁業遲至2001年發佈的IPOA-IUU中才有全面性的規定。 其指出IUU漁業可以分成三種，分別是非法漁業 (Illegal Fishing)、未報告漁業 (Unreported Fishing)以及未受規範漁業 (Unregulated Fishing)。
