The iSWM Program for Construction and Development is a cooperative initiative that assists municipalities and counties to achieve their goals of water quality protection, streambank protection, and flood mitigation, while also helping communities meet their construction and post-construction obligations under state stormwater permits.

In 2006, the City of Fort Worth adopted the regional stormwater quality manual (iSWM) which emphasized stronger development review and stormwater quality standards. The City is in the process of adopting the 2010 update of iSWM along with improved control of non-plat development through a Fill and Grading Permit.
Implementing iSWM - Current Community must be a current participant of the Regional Public Program. Community must adopt the iSWM Criteria Manual for Site Development and Construction with Provisions as desired – the Community must incorporate or reference portions of the Manual into codes, ordinances, drainage manual, etc.
