Jacksonville, being a coastal city with a massive network of rivers and a big lake eating into its south side features plenty of water in close proximity to be moulded into an island by Rockstar's map makers.

If there's 2 cities on the southern part (PG & VC) it would only make sense to have a third up north. Jacksonville maybe? if we get the panhandle and Jacksonville doesn't appear, we can expect Pensacola or Tallahassee.

Nope, Jacksonville hasn't been confirmed for GTA 6. Rockstar usually goes for cities that are a bit more iconic or have a certain vibe that fits the GTA style. Think more along the lines of places like Los Angeles or Miami that have been inspirations in the past.

That's because the third city will be in Atlanta and in a different state. three big cities = Miami, Tampa, Orlando. smaller cities = Fort Myers, West Palm Beach, St. Petersburg, Key West.
