Jergal's Insignia is found on banners placed at the door to his section. You can find a locked book full of names. Names of Gods who died were resurrected after the 2nd Sundering. There's a plaque on Withers sarcophagus that calls him "The Guardian of Tombs," one of Jergal's titles.
