James Wayne "Jim" Silva (born January 15, 1944) is a Republican United States politician who served in the California State Assembly. A native of Orange County, Silva earned his Bachelor of Arts in Business from San Jose State University and a master's degree from Chapman University.

Jim Silva is a former Republican member of the California State Assembly, representing District 67 from 2006 to 2012. He served on the Orange County Board of Supervisors from 1994 to 2006 and was mayor of Huntington Beach from 1992 to 1994.
