I really don't think she's in love with Jiraiya. As it was revealed on this episode, Tsunade was in love with Dan Kato even after he died. So Tsunade only likes Jiraiya as a friend. However, she was very sad when Jiraiya died.

Hrm, Jiraiya basically got blitzed by 4 tails Naruto. If he could get into sage mode, then maybe, but Sagemode takes summoning and merging. I see Raikage blitz killing him without morals.

It goes Jiraiya's way if he manages to get some summons out, also the frog song could make a difference here. But that is a stretch. 3rd takes this 8/10 round one. 6/10 round 2.

Jiraiya is a extremely smart and skill combatant. He can use summoning, clones, substitutions, etc. All of those skills will keep rayleigh on his toes the entire fight.

2014年11月8日 · I think Jiraiya is the strongest, simply because he was "proven to be". It has been well established that Orochimaru was stronger than Tsunade. Now, Orochimaru was afraid of Itachi and Pain. However, Jiraiya wasn't. Jiraiya pretty much only lost to Pain because of the surprises, but he was an extremely strong ninja.

2014年3月23日 · Jiraiya was one of the legendary sannin, he was the sensei of 4th Hokage, he took on Itachi for a stalemate, plus knowledge of kage bunshin would only empower his espionage techniques (and I could go on) so I am not sure about saying Jiraiya being unable to use kage bunshin. I just know that he was weak against genjutsu. –
