A deep navy blue fits better than light blue for what Batman is trying to create. It’s a lot less terrifying to see some guy with a light blue cowl and cape than it is for a black shadowy figure in the darkness. Scary either way just more scary.

I'm not sure where you're getting the impression that Batman's suit is supposed to be black. It's historically been blue and gray barring a few phases here and there, but you're also talking about a character that changes suits more than most.
