When time resumes and the magnet has magically activated it means that something happened that Jotaro did not register. He uses that information to slowly work out when Dio’s stops time and eventually unlock the ability to stop time and move within frozen time.

Star Platinum: The World stops time. In Jotaro's prime, the ability lasted 5 seconds, but decreased over time due to neglect from its user. Ten years after its initial use, Jotaro is only able to stop time for half a second, but eventually extends it to 1-2 seconds throughout the later half of Diamond is Unbreakable.
