In a nutshell KF3 is Juniors running Kart Formula (see the KF there) spec engines with no powervalve, rev limited(I think to 14,000 but not too sure) and usually CIK hard or medium tyres. KF2 is for seniors, with powervalve, rev limited to around 15,000(once again, not 100% sure) and CIK Medium or Soft tyres.

The class was originally called Intercontinental A (ICA), first introduced in 1981 at the European Championship as a secondary direct-drive class to Formula K.
