Key tape reader KOI-18, or KOI-18/TSEC, is a portable handheld electronic device for reading cryptographic keys of variable length from 8-level (8-bit) punched paper tape and transfering them to cryptographic equipment and key fill devices, developed around 1976 by the US National Security Agency (NSA) for use by the American armed forces and NATO.
The KOI-18 is a battery-operated tape reader which reads the tape containing the keys and converts the information therein to a serial output and transfers the keys to the COMSEC equipment or to the other common fill devices (KYK-13 or KYX-15).

The KOI-18 is a battery operated Key Tape Reader that converts physical key tape into an electronic format for use in the KYK-13, KYX-15, and the AN/CYZ-10 devices. It is capable of accepting both paper and mylar tapes. The KOl-18 has no storage capability.
Fill device - Wikipedia
The KOI-18 can also be used to load keys into other fill devices that do have internal storage, such as the KYK-13 and AN/CYZ-10. The KOI-18 only supports the DS-102 interface.
