The new locomotives were given the the classification of N31 (LNER J14). Between 1893 and 1898 a total of 81 locomotives were built in nine batches. The class also included No. 127 which was built in 1888 as a two-cylinder compound, but rebuilt as an N31 in July 1895.

The Great Northern Railway J14, later classified as J53 under LNER service, was a class of 52 0-6-0ST locomotives designed by Patrick Stirling and built at Doncaster Works by Neilson and Co and between 1892 and 1897. The J14s were similar to the GNR Class J13 albeit with different boilers and without a steam dome.

As well as the famous J94 'Austerity' tanks, the LNER introduced two types of diesel 0-6-0 shunters. Though heavily outnumbered by its tender counterpart, the 0-6-0T was a popular type in Britain, especially for shunting but also for freight work, branch passenger services and even suburban passenger duties.
