2022年4月9日 · Drowning people don't actually raise up their arms like that. It'd be giving dangerously false information to imply that. You don't need a sign to tell people to do something if someone is drowning. Everybody already knows that 911 is the emergency number.

calling 911 if you see someone drowning would only help that person get his/her body recovered from the water. Avg person will thrash around for 30 to 60 sec before going under. And yes you do flail your arms, but in a downward motion to help keep your head above water. Its yelling for help doesnt happen.
