"Lugs" are small tubes that slide on a rod, and "Buttons" are used on rails. Typically, lugs are used on smaller rockets, and rail buttons are used on high power or large kits. I've been doing some research on where to put the launch lug on model rockets but I haven't been able to find an answer. Some people suggest placing it at the CG and others suggest placing it at the bottom or nearer the top.
