Leon Cruz, after hospitalization, discharges himself. His brother, Joe Cruz, negotiates with Flaco, a gang leader, to extricate Leon from the gang. Flaco's $10,000 buyout demand is rejected by Joe. In a subsequent apartment fire, Joe leaves Flaco to perish, falsely declaring the building safe, to protect Leon.

Flaco, the leader of the Insane Kings gang, and Joe Cruz of Firehouse 51, had a conflict over Leon, Joe's younger brother. Leon's involvement in the gang led Joe to ask Flaco for his release. Flaco demanded a $10,000 buyout and assaulted Leon to make his point. The situation worsened when a fire occurred at Flaco's property, and Joe intervened.
