According to Army Technical Manual (TM) 43-0001-27, the M20 uses 27 gr of IM 161 incendiary, compared to 15 gr of IM 11 in the M8, so my best guess is the M20 achieves greater penetration by having a greater incendiary effect.

Tracer (APIT, M20) munitions were developed in 1943-44, for wartime service use in various versions of the caliber .50, M2, Browning Machine Gun. Reference 1 contains a summary of the limited aerodynamic data obtained during development testing of the new munitions.
