Our existing Plant Health and Environment Laboratory (PHEL) is located in Tāmaki, East Auckland. Over the past 10 years, demand for services by the lab has grown. We expect demand to increase further due to: responses to biosecurity incursions. A new PHEL will help us: ensure New Zealand continues to be a safe and secure country to trade with.

The Plant Health and Environment Laboratory identifies pests and diseases affecting plants and the environment, as well as exotic and invasive plants. Find out about what we do there, how to send a sample, and see our publications.

MPI received Cabinet approval in March 2021 to develop a detailed business case to construct a new facility to replace the PHEL to ensure that we can continue to meet the changing demand for our services. We are seeking to engage construction, design, and consultancy services. Early total project cost estimation is $300-400M.

Once open in early 2025, this new facility in Auckland will double our capacity to hold, inspect, and test plant germplasm coming into New Zealand. Post-entry quarantine helps make sure only healthy plants come to NZ.

The state-of-the-art biosecurity facility design will support MPI in protecting the country’s natural environment and plant-based primary industries, whilst encouraging growth in the horticultural sector.
