The CEFR organises language proficiency in six levels, A1 to C2, which can be regrouped into three broad levels: Basic User, Independent User and Proficient User, and that can be further subdivided according to the needs of the local context.

The six reference levels (A1, A2, B1, B2, C1, C2) are becoming widely accepted as the European standard for grading an individual's language proficiency. As of 2024, "localized" versions of the CEFR exist in Japan, Vietnam, Thailand, Malaysia, Mexico and Canada. "CEFR is a suitable and credible benchmark for English standards in Malaysia."

It presents the key aspects of the CEFR for teaching and learning in a user-friendly form and contains the complete set of extended CEFR descriptors, replacing the 2001 set. These now include descriptors for mediation, online interaction, plurilingual/pluricultural competence, and sign language competences.
