The Meklar are among the top hackers in the galaxy, able to bypass many security systems set in place by less technologically minded races. The Meklar place their bugs and listen to the galaxy humming along, waiting unseen for years or decades until the Combine finds the opportune moment to strike.

For centuries the Meklars have developed and worn powered exoskeletons to compensate for their physical weakness. As a result, the Meklars are the acknowledged masters of cybernetic interfaces and are able to control two additional factories per population above and beyond their normal technological limit.

The Meklar are the second most powerful race after the OP Silicoids. They were already strong in EA2, but then EA3 gave them a Morale Bonus too. In practice what that means is that they get +1BC per citizen, since you can maintain a higher tax rate.
