The College of Engineering (COE) was formally established in 1986 although it has its beginnings in 1982 when civil, mechanical, and electrical engineering started as curriculum offerings of the then MMSU Institute of Technology (IT). The courses were offered both in Laoag and Batac campuses under the supervision of the IT dean.

Mechanical Engineering is one of the oldest and broadest engineering fields. The same thing happened when MMSU Industrial Technology offered the BS Mechanical Engineering (BSME) program as one of the first three engineering courses offered way back in 1982 before the College of Engineering was established in 1986.

It is also a CHED Center of Excellence (COE) in Teacher Education, and a Center of Development (COD) in four other disciplines, namely: 1) Agriculture; 2) Biology; 3) Forestry; and 4) Information Technology. The University continues to improve its service delivery through subjecting itself to accreditation by external agencies.
