There is nothing in its definition stipulating its relative position as well as it is only for dollar. Also, it is not clear that $ denotes dollar but not some other non-dollar currency sign

If you're going to use a symbol rather than spell out the currency's name, you should always put the currency symbol directly to the left of the digits: "$10" and never "10 $".

But lose money is not the way to express this in English, and as you observe, will be taken quite the opposite way—that the customer will lose money.

With amounts below one unit there was no need to change the normal order of amount + unit just as it is spoken. Why the bank usage was adopted by newspapers is another question.
