Most of the creative things Morgoth did were actually achieved by Sauron as his idea guy. You are right that from a purely religious point of view, it would probably better if all humans were killed but their souls survived, rather than their souls be corrupted to evil. I still think Morgoth's intentions are closer to absolute evil than Sauron ...
