The NOAA Open Data Dissemination (NODD) Program started out as the Big Data Project in April 2015 (and then later became Big Data Program), when NOAA signed three year Non-competitive Cooperative Research and Development Agreements (CRADAs) with Amazon Web Services, Google Cloud Platform, IBM, Microsoft Azure, and the Open Common C

NODD recently published a paper in the American Geophysical Union's book Big Data Analytics in Earth, Atmospheric, and Ocean Sciences detailing this history of open data dissemination at NOAA on the cloud. Beginning as a research to operations program, NODD has expanded from its beginings as the NOAA Big Data Program.
