In general, to initiate a migrant’s removal proceeding from the United States, U.S. Customs and Border Protection (CBP) issues a paper “notice to appear” (NTA) for an initial removal hearing. (See Appendix B for a sample DHS Form I-862, Notice to Appear.)

We conducted this evaluation to assess whether CBP adequately planned and implemented the CBP OneTM application to process noncitizens who arrive at the Southwest Border. We made three recommendations to CBP to improve pre-arrival vetting procedures and mitigate vulnerabilities with the CBP OneTM application.
