I don't think the Nazgul would have given up so easily; I don't have source material to offer, but I feel pretty strongly that their mission from Sauron was to capture the ring. The Witch King stabbed Frodo, sure, but he didn't stab him and then walk away. He first reached for the ring and then stabbed him when Frodo resisted.

In the Fellowship of the Ring film, Aragorn explains that the Black Riders are called Nazgul or Ringwraiths after the Nazgul search the inn at Bree for the hobbits. This is long before the winged beasts appear in the movies.
