MA's generally have more firepower and defenses than MS, though even this varies depending on what MA and MS you compare. In this case with the Sinanju and Neo Zeong, the Neo Zeong most definitely fits what I've just described (it's one of the most powerful MA's in the entire franchise), but the Sinanju generally has better mobility.
