Established by the NIMC Act No. 23 of 2007, the NIMC has the mandate to establish own, operate, maintain and manage the National Identity Database in Nigeria, register persons covered by the act, assign a Unique National Identification Number (NIN) and issue General Multi-purpose Cards (GMPC) to those .

What is NIMC (National Identity Management Commission)? The NIMC (pronounced as “Neem-See”) is the primary legal institution in Nigeria mandated by law to institutionalize identity management system and regulate the identity sector.

The NIMC MWS Infrastructure uses Distributed Ledger Technology (DLT) to store verification transactions as a failover database. It uses the immutability features to ensure that the information written cannot be altered. Despite being a permissioned (private) Blockchain, no personally identifiable information (PII) is written to the DLT.

The NIMC self-service portal allows users to modify their National Identification Number (NIN) details online. This includes changes to date of birth, name, address, email, and phone number. The portal provides a secure and user-friendly process, requiring specific documents for each type of modification. [7]

Pursuant to the objectives of the NIMC Act and the NIN Mandatory Use Regulations, the NIMC has commenced collection of the data and biometric information of registrable persons into the National Identity Database.
