The SOC, OBC and FBC are three separate documents, each one requiring separate approval and support before moving on to the next stage in the overall project life cycle. And each phase requires the five cases to be addressed, with varying levels of detail.

As outlined in the Best Practice Guide, the Five Case Model places an onus on the Senior Responsible Owner (SRO) of a project/programme/policy to seek the appropriate input, from the relevant experts (e.g. policy, finance, procurement, commercial, economist etc.) to develop each section (or case) of the BC before seeking approval.
The main purpose of the OBC is to: revisit the case for change and the preferred way forward identified in the SOC; establish the option which optimises value for money; outline the deal and assess affordability; and

Final Business Case (FBC) Aim/Purpose: Simply put, the FBC is an updated version of the OBC. Everything on which the OBC was based on should be revisited here, including costs and benefits from the Investment Case and the Socio-Economic Case (these need not be recalculated unless information has changed).
Overview of the SOC, OBC and FBC Structure and Content
During its infancy, the key deliverable is the SOC; in its adolescence, the OBC; and finally, when the solution has reached maturity, the FBC. This document provides a template from which to develop your case in each phase.
The FBC will be developed in the same format as the Outline Business Case (OBC). Where there is material change between what was anticipated in the OBC and what is negotiated with the preferred bidder, this should be articulated and captured in the FBC.
