The agreement ends a long standoff between the seven-team Professional Hockey Federation (PHF) and the PWHPA.

It is notable for being the first paid professional hockey league for women, initially featuring four teams: the Boston Pride, Connecticut Whale, New York Riveters, and Buffalo Beauts. Over time, the league expanded to include the Minnesota Whitecaps in 2018 and the Toronto Six in 2020, with future plans for a Montreal expansion team.
