It was one of six identical 2-6-Os used in both freight and passenger service. The W&W locomotives were numbered into the Pennsy's roster during March 1920 and No.4 became PRR No.9684 ("968x" was the Pennsy roster designation for narrow gauge locomotives) and received full PRR lettering.
