8-2 Priority Mail Open and Distribute The following supplies are necessary for Priority Mail Open and Distribute: Clear Priority Mail sacks. Tray boxes. Sack or tray labels. Tag 161, Priority Mail Open and Distribute (for mail in sacks). (See Appendix B.) Tag 190, Priority Mail Open and Distribute (for mail in sacks to DDU only). (See Appendix C.)

To improve the efficiency of the service, the Postal Service is introducing a new sack tag and is revising the current sack tag and the current letter tray label for Priority Mail Open and Distribute containers and distributing standard operating procedures for employees.

Open and Distribute service allows mailers to expedite the transportation of bulk mailings by using Priority Mail or Priority Mail Express.

To use PMOD, shippers prepare their mailings and place them in approved USPS Priority Mail containers (sacks, trays, or tubs). They then affix PMOD labels to the containers and ship them to USPS-authorized centers, which open the containers and process the individual mailings according to their mail classes.

Mailers must assemble their items into special PMOD tray boxes or sacks, tagging them with PMOD tags. These tags depict that the inner contents are drop-ship mail items, allowing the USPS to process them accordingly. You may order these tags, sacks, or tray boxes by calling 1800-610-8734 and connecting with the Expedited Package Supply Center.

In accordance with DMM 705.18.5.2, trays and sacks used with PMOD shipments must include the appropriate CIN code. Mailers must also use the CIN code that best describes the class and/or processing category of the con­tents of the shipment and its destination-entry level.

To map individual international packages to a PPMODI pallet, follow your location's procedure for mapping packages to a receptacle using the Default Shipment or the Scan Only feature and the PPMODI pallet's Receptacle ID. On the Default Shipment page, locate the PPMODI pallet in the Receptacles section.

Commercial Plus tray boxes are only available with Priority Mail and also require USPS approval for the Open and Distribute Commercial Plus discount. The Sack container type is available to any mailer using Open and Distribute for Priority Mail.
