Be aware that many OSes will block incoming connections by default, unless configured otherwise. I used Yast on my local box to open up port 1194 on the linux machine.

Research indicates the Ooma Telo could use UDP port 1194 as well and I do have an Ooma Telo connected to the r6400. Just to be safe, I tried configuring the OpenVPN server to use UDP port 1195 and forwarded this port to the NAS IP address.

Alternatively, rather than using OpenVPN, simply use PUTTY to connect to SSH on the NAS with port forwarding (AKA tunnelling) configured..

You should check your firewall etc. Port 8080 is sometimes used by HTTP services and can be blocked by firewalls or intercepted by transparent HTTP proxies. If you're having TCP connection issues on port 8080, try a different port, such as port 1194/tcp, which is reserved by IANA for OpenVPN.
