The qahal (Hebrew: קהל), sometimes spelled kahal, was a theocratic organizational structure in ancient Israelite society according to the Hebrew Bible, [1] and an Ashkenazi Jewish system of a self-governing community or kehila from medieval Christian Europe (France, Germany, Italy).

The pictograph q is a picture of the sun at the horizon and the gathering of the light, the l is a picture of a shepherd staff representing authority. Combined these mean "gathering to the staff". When the shepherd called the sheep they swiftly came to him.

The Old Testament employs two words to designate the Church, namely qahal (or kahal), derived from an obsolete root qal (or kal), meaning "to call"; and ' edhah, from ya'adh, "to appoint" or "to meet or come together at an appointed place."
