There's always one roaming around at Robard Farm (at Southfield Flats), and since the people who lived there are already dead, no one cares if you kill the ox. In reference to your campsite, it is found just to the northwest of Horseshoe Overlook. This is your closest and best spot early on for finding oxen to hunt down.

I go to the spots I found online like Braithwaite manor, just north of that (can’t even find any), the ranch south of Valentine and the small farm east of Butcher creek. I’ve found ONE friggin perfect pelt in three solid days of looking! (Yes I have the buck trinket)
