The BM-14 (BM for Boyevaya Mashina, 'combat vehicle'), is a Soviet -made 140mm multiple launch rocket system (MLRS), normally mounted on a truck. The BM-14 can fire 140 mm M-14 rockets with a high-explosive fragmentation warhead, a smoke warhead or a chemical warhead.

In the mid-50s, a towed RPU-14 rocket launcher was developed at GSOCB-43 to launch M-14-OF and M-14D turbojet shells. The launcher was designed primarily for armament of airborne artillery units of the USSR Airborne Forces. It successfully combines small size and weight - with high firepower. The RPU-14 prototypes were factory tested during 1956.

China has also developed a Type 63 multiple rocket launcher of 130mm. The RPU-14 is a Soviet 140mm MRL of similar design to the Type 63. The launcher's 12 tubes are arranged in three removable rows of four, mounted on a single-axle carriage with rubber tires.

Whether towed by a truck or, over short distances, by its own five-man crew, the RPU-14 is capable of rapid displacement according to the situation.

There was also a twoed variant called the RPU-14, GRAU designation 8U38 which was the 16-round version on a reconverted 85 mm D-44 gun carriage, only deployed by Soviet Airborne Troops, until replaced by the modern BM-21V "Grad-V".

The RPU-14 was a towed 16-rail 140-mm multiple rocket launcher using the same rocket as the BM-14-16 and BM-14-17 launchers. It was usually towed by a 4 x 4 GAZ-66 truck. The weapons fired the M-14-OF high-explosive fragmentation, M-14D smoke and GB chemical rockets.
