The Recordkeeping and Information Security Administration, or RAISA, was first mentioned out-of-universe in the rewrite of SCP-076 by Clef. It's presented as an internal Foundation organization which, basically, has all the keys to the Foundation information library. It not only knows what's behind the blackboxes and [DATA EXPUNGED]s, but controls what goes behind them in the first place.
