Per'kele says he uses Rher's festival and powers for his own benefit, which again, Rher might be allowing. He is the trickster moon, after all. We also have that scene when Per'kele dies and ''his chains'' break, which is pretty ambiguous but could be the influence Rher has over him and not the other way around.

Rher has 6500 HP. It's recommended to have high enough agility for extra turns so you can kill him faster. Get a Blood Golem and use Pheremones on it. It'll suck up the dangerous mind damage from the eyes and you can concentrate on Rher himself. Healing items and/or Loving Whispers is a must. Also bring some mind-restoring items.
