2022年10月14日 · There weren't 9 rings of Power yet. Plus in their human forms they look alive and healthy, unlike the Nazgul whose bodies turned invisible due to the Ring's hold on them. None of them turned into Moths. The likeliest explanation is that they're minor spirits/Maiar but less powerful than Sauron or Olorin/Gandalf/the other Istari.

They later attacked the Harfoots, revealing their allegiance to the Shadow. In the Finale, they proclaimed the Stranger as Lord Sauron and surrounded him.

They're three, and they became like wraiths when they died. I believe they're not really 'people' but spirits inhabiting humanoid forms. These spirits should (I'm guessing) eventually inhabit three lords of men in Numenor, and they will receive the ring and make them ringwraiths. Three of the nine Nazgul were Numenorean lords. So, that's my guess.
