Featuring a V-12, 1,800 hp (1,300 kW) 251B diesel engine, the RS-11 was ALCO's answer to EMD's very successful GP9. The turbocharged RS-11 accelerated faster, had a higher tractive effort rating and typically used less fuel than the competition. It was also quite versatile and could be found in heavy haul freight as well as passenger service.

The Renault RS10 was a Formula 1 car developed to compete in the 1979 Formula One season, which became the first turbocharged F1 car to win a Grand Prix. This changed the framework of F1 as this car spurred the development of the 1,300 bhp (970 kW) turbocharged cars of the 1980s and rang the death knell for normally aspirated engines.

In 1956 ALCo introduced the 1800 hp, 12-cylinder 251B engine and mounted it in a new carbody to produce the RS-11. The carbody was very similar to that introduced by MLW on the RS-10 except that it had deep notches in the ends of the hoods where the number-boards were located.
